Presumably, the officers were not instructed to use less-lethal rounds to severely injure peaceful protesters who were not blocking roadways. The responsible officers should be fired and charged. If the officers were instructed to use less-lethal rounds in this situation, then the responsible authority (Chief Manley?) should be demoted and investigated.”
