Complaint: Complainant alleges APD came to do a wellness check on the complainant. The
complainant alleges that instead of telling her friend what was going on they asked him for his ID,
what he was doing in the area, etc. in a very disrespectful way. The complainant further alleges
they were supposed to be checking on
. The complainant additionally alleges they were very
stern, not friendly. He couldn't get a word out of them about what

This notice of formal complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and
Municipal Civil Service Rules.

same activation requirements. The BWC should only be activated for law enforcement purposes.
Recommended Classification: The OPO is permitted to make a preliminary recommendation on
the classification of administrative cases.
