NOTICE OF COMPLAINT January 21, 2022 ICMS #: 2022-0041 On January 18, 2022 the OPO received a mail complaint. The complainant alleges: I was picked up for a homicide and US Marshal took me to Detective and after he questioned me I stood up to face the wall so he can handcuff me. As he did so with excessive force on tightening the cuffs foreseeably causing harm to my left- hand. It was assault and battery on the force he used. Chapter 24 Your Right to be FREE from Assault. Negligence, Assault and Battery This notice of complaint is a request for Internal Affairs to initiate an investigation to determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal Civil Service Rules.
