The complainant alleges: I was heading westbound on

6 squad cars drove past me, two at a time. They had their lights on, no sirens, going at least 50
mph. It seemed like overkill and needlessly reckless. A 7th car stopped beside me at the
intersection, I think, and then turned its lights on and sped forward. When I reached
